Sending Phillips copies of letters to Secretary; chances that Vienna Conferences might accomplish anything constructive now slight because of uncertainty concerning [Galeazzo] Ciano's visit to Germany and Mussolini's Milan speech; Austria will not support Hungarian revisionist claims if Italy insists on bringing them up; hopes Phillips and Mrs. Phillips will come to Vienna for visit; delighted by President's reelection.
