One, (even at the present day) there are only a very limited number of descriptive case accounts of organizational behavior in disasters such as earthquakes. This case study adds to that limited total. Two, a historical description, such as this account, will allow comparative analyses to be made which will allow identification of universal features from particular historical characteristics.
