Chiefs of Mission of American republics in Mexico, with exception of Argentina, received Foreign Minister [Ezequiel] Padilla's memorandum on meeting of Foreign Ministers and reaction was favorable; has had no information on attitude Department should take; strongly recommends endorsement of Padilla's memorandum and procedure it outlines.
