Many misconceptions concerning proposed consolidation of Foreign Services of our government; State Dept. concerned only in promoting interests of our government and our people; assures Lukens that nothing is being planned that will not increase efficiency of services the government can render to business; will be in New York for meeting of National Foreign Trade Council; will be glad to meet Lukens there and discuss the matter further.
