Memorandum concerning objections of Dept. of Commerce officials that proposed plan to consolidate their foreign service activities with those of the State Dept. would impair their ability to discharge their duties; disagrees with their assumption; commercial attachés confuse trade promotion, which is in their province, with trade protection, which is a function of diplomatic or consular officials.
