Gen. Henry H. Arnold on his return from Mexico stated he was anxious to send planes to Mexico for demonstration purposes and eventually leaving some of them there for use of Mexican Air Force; after demonstration, personnel can be withdrawn, the planes declared surplus and turned over to Mexico; some of the officers might remain and work with Mexican officers; asks Messersmith's approval of plan.
