Received letter from Paul Daniels enclosing one from former King Carol which Carol had requested Embassy to forward; Daniels commented that it would have been preferable if Carol had left the letter unsealed; is certain Carol would have had no objection Embassy seeing contents of letter; it was a personal letter in which he wrote of his health and that of Madame Lupescu and told how his plans to live in his home in France have had to be cancelled because the British, French, Portuguese and U.S. governments would not permit him to go for fear he would cause trouble; Carol has no political aspirations; he is sincerely devoted to his son and would do nothing to harm him; his reasons for wishing to return to Europe are that he hopes Madame Lupescu's health will improve and that he hopes he can live more economically in his own house in France; certain people in British government behind move to block Carol's return to Europe; thinks U.S. should not support British in this attitude.
