Conveying message from Secretary of State [Cordell] Hull; American republics, in the several conferences between 1938 and 1942, reaffirmed hemispheric solidarity; although Argentine Government of [Pedro P.] Ramirez declared on Jan. 26, 1944 it had broken relationships with Germany and Japan, new regime under [Edelmiro J.] Farrell has repudiated break and given aid and comfort to declared enemies of other American republics; Ambassador [Norman] Armour has had informal discussions with members of Farrell Government, but nothing accomplished; Foreign Minister [Orlando L.] Peluffo insisted recognition by American States must come before implementation of break with Axis and must be on basis of Argentine promises of subsequent action; U.S. Government now satisfied nothing to be gained by further discussion in Buenos Aires and is recalling Ambassador Armour to Washington for consultation; Secretary hopes other American republics will see fit to take similar action; attitude of non-recognizing governments would thus be forcefully brought home to Farrell regime.
