Stresses importance of realistic approach to problems coming up at meeting of Foreign Ministers; time too short for actual text of agreements, but U.S. must have something concrete to offer in way of markets, shipping, loans, etc. to aid economies of other American republics; no reason U.S. should not give preferential treatment to other countries of Western Hemisphere; should not fear injuring feelings of British or Russians; they use same tactics when it suits their interests; problem of Argentina serious, but U.S. must remain firm.
