Mexican Minister to Japan [Jose Luis Amezcua] just returned to Mexico City; when repatriation ship stopped at Rio de Janeiro he talked there, as instructed by [Ezequiel] Padilla, with Brazilian Foreign Minister, [Oswaldo] Aranha; he reported to Aranha conditions in Japan and Far East and impressed upon him that Brazil should enter war without delay; Padilla was uncertain whether this conversation had influenced Brazil to declare war, but it had certainly been one of the factors.
