Just returned from Ministry of Foreign Affairs, where [Ezequiel] Padilla read memorandum he had given during the day to Ambassadors of Uruguay, Brazil, and Cuba and said the memorandum would go to the Chiefs of Mission of the other American republics tomorrow; Ambassadors from Uruguay, Brazil, and Cuba expressed full agreement with proposals set forth in memorandum and other Latin American countries expected to concur; memorandum is a restatement of memorandum already forwarded to Department; had not expected Padilla to take further action until he heard further from U.S., but he said matter was urgent; believes Padilla should be informed that U.S. is supporting his initiative.
