Acknowledges Departments memorandum with reference to alleged treatment of two American citizens, Alexander Adler and Morris Sonders, Jews, who had been arrested and briefly detained in Berlin; calls attention to earlier dispatches in which complete report of the case was given; article in Jewish Daily Bulletin quotes men as saying they called at the Consulate immediately after release, that Consul declined to accept their affidavit, and that his attitude was unfriendly; statements in article completely false; encloses copies of cabled report from F.T. Birchall, New York Times representative in Germany, to his paper and a letter from Birchall to Edwin L. James, Managing Editor.
