Comments on question raised by Geist in his letter of June 12; considers organization field posts under consolidation of Foreign Services of primary importance; in times of crisis all the more important Foreign Service establishments function efficiently; cannot allow such a situation as that in Buenos Aires to arise on account of personal feelings of a few people; carried through consolidation at request of and under direction of President and with agreement of Depts. of Commerce and Agriculture; no question about officers assigned as Commercial Attachés working through and under ranking officers of the establishment; will be glad to furnish further help if needed.
