Copy of despatch 2092 missing. Sending copy of despatch No. 2092 entitled "Final disposition of enemy property in Argentina"; Department's instruction No. 600 of March 6, 1947 implies lack of good faith on part of Argentines; since present administration came in to office there has been no reason to doubt good faith of Argentine Government; so far as enemy schools and enemy property is concerned, performance has been satisfactory; will say nothing about enemy aliens except Argentina is making every effort which can be properly expected and there is no queston of her good faith; point will soon have been reached when U.S. will be in position to liquidate this third and last item under compliance; U.S. has asked for deeds, not promises, and deeds have been performed; when U.S. questions good faith when facts are so clear it is not only unjust and improper, but beneath dignity of U.S. Government.
