Germans did not want [George] Rublee in Berlin, but sent [Hjalmar] Schacht to see him in London; German plan for emigration of Jews is blackmail, using Jews as pawns; disagrees with Geist about negotiating with Germans on Jewish question and about soft-pedalling expression of our attitude; Geist has been able to help some Jews in distress because of his personal contacts with influential officials, but persecution of Jews will continue in Germany as long as the present government lasts; if other nations paid the blackmail Germany demands, Poland would begin taking action against her Jewish population and we would soon have the same demands from her.
