In despatch no. 1563 reported on conversation with [Jose Manuel] Cortina on economic cooperation; didn't discuss all items in detail, but will see him again soon, after which will talk to President and [Amadeo] Lopez Castro; thinks it advisable to talk with [Carlos] Saladrigas also; some progress already made in meeting U.S. wishes; Gold Obligations bill passed; recent revolution will make it possible for Government to assert authority over military and get rid of worst abuses; decree issued taking certain functions from Army and Navy and putting them into appropriate civil administrations; economic committee studying fiscal reforms and reducing budget; sugar financing arrangement may be completed shortly; proper legislation prepared and ready for action by Congress; will be some opposition, but will probably pass; has advised interested parties not to be too optimistic either about quantity of molasses in demand or price it will bring; former Ambassador Martinez Fraga now on staff of Tiempo; his article in today's issue opposes renewal of Decreee Law 522.
