Austria one of the first of the former enemies of Allied powers to be admitted to League of Nations and has proved her loyalty and willingness to cooperate; Austria recognizes that League helped her achieve financial reconstruction, but feels she now must have complete equality in order to provide security; will not believe that the powers are more concerned about the independence and welfare of a distant country [Abyssinia] than they are about that of a member state, one of the oldest countries in the heart of Europe.
