Calls attention to item in New York Times of Dec. 3, 1938 which announces the establishment by the German government of a German University Service in New York City; ostensible purpose to give information concerning German Universities and stimulate exchange of professors and students; cultural exchanges between countries desirable, but heretofore have been on private basis through such agencies as the Carnegie, Rockefeller and Guggenheim Foundations and Institute of International Education; U.S. government has never officially sponsored exchanges except with other American republics; fears Germans will use new establishment for spread of propaganda; every German professor and student primarily a propagandist and has instructions from his government; activities of German University Service should be investigated, and the establishment closed; activities of Carl Schurz Foundation should also be investigated.
