Understands President approves plan of consolidation of Foreign Services of Departments of Commerce and Agriculture with State Dept.; believes plan will be acceptable to officers of all services; consolidation will provide better service at less cost and prevent duplication of activities and friction among officers of departments concerned; officers under State Dept. administration will be entitled to all benefits; commerce and agricultural officers should feel no concern that they will be left out; important that consolidation should take place without delay; appropriate amendment should be prepared which can be acted upon when Congress reconvenes.
