Director [George Rublee, of Intergovernmental Refugee Committee] should not come to Germany himself, but send Assistant Director, Robert Pell, who could come without attracting attention of press and investigate possibilities of financial arrangement [for evacuation of refugees]; situation seems hopeless; Nazis intend to annihilate Jews and slight chance of cooperation from them; haste needed, before plight of Jews becomes so desperate they are beyond help, but caution also necessary; German government should be condemned, but if the reproof is too open or too loud, it only incurs the wrath of the oppressor who falls harder than ever upon his victims; perhaps Ambassador [Hugh R. Wilson] should return to Berlin; relations with Germany should not be broken until as many of the Jews as possible are saved; French and British are allowing persons in desperate circumstances whose turn in the quota will come within six to eight months to spend waiting time in France or England.
