Relates difficulties encountered in reorganization of State Department and Consolidation of foreign services of other departments into that of State Department; reorganization not so difficult as it was purely a departmental matter, but consolidation involved other departments, particularly Commerce and Agriculture, and aroused some opposition; Daniel C. Roper resigned as Secretary of Commerce because of it; legislation prepared and passed both houses.
