Ministry of Agriculture should be taken out of politics; U.S. might furnish services of experienced person to direct Extension and Education; facilities already available, but poorly staffed; Agricultural Experiment Station diverting too much of its funds for salaries of inefficient personnel and is accomplishing little; needs complete overhauling.
