Need to find homes for persecuted Jews; Arabs would prohibit Jewish immigration into Palestine and consider Balfour Declaration void; British in dilemma; cannot keep promises to both factions, but will do what is best for their own preservation, and U.S. will make no protest; suggests compromise with Arabs-Jews concede their demand for Jewish state in return for privilege of settling in Palestine.
