Acknowledges receipt of note of Oct. 23 with appended letter from Prof. Deutsch and sent it to State Dept., requesting reply be prepared for his signature; Messersmith gave reply his personal attention; covered practically all points raised by Deutsch; President and all in State Dept. deeply concerned over plight of refugees; quotas are being filled currently and as many visas granted as law permits; sees no chance for change in immigration laws; U.S. cannot solve problem alone; hopes Intergovernmental Committee on Refugees can help relieve situation.
