4 copies President and Secretaries of State, Agriculture, and Commerce reached agreement on plan for consolidation of Foreign Services of Agriculture and Commerce into that of State; plan and President's message go to Congress next week; a sound measure, it should work to advantage of all interests; sending memorandum which covers main outline of plan; will look forward to seeing Thomas in Washington next week at meeting of American section of International Chamber of Commerce; considered Thomas' suggestion that a Committee of National Foreign Trade Council should examine plan for consolidation before it was submitted, but not feasible, as it would mean submitting every plan to every interested group.
