Description
Believes Ambassador [Hugh R. Wilson] should not return to Berlin; his return would be misconstrued by Germany as a retreat and change of policy of U.S. Government, and misrepresented to German people as such; effect of Ambassador's return would be unsettling in other European countries; U.S. attitude has had restraining influence on Germany and Italy and has had heartening influence in other countries; to return Ambassador now would undo good recall has done; even within U.S. such a step would not be disassociated from recent events and majority of Americans would construe action as a retreat and change in policy; U.S. interests in Berlin well taken care of by Chargé d'Affaires and Embassy and Consulate staffs; whatever gains have been made in problems at issue with German Government have been made since Ambassador was called to Washington.
