Enclosure: See No. 1059. Since Messersmith in his address at the Convention [of the Council] does not intend to cover proposed plan for coordination of foreign commercial services, it is undesirable to arrange special meeting on the subject during convention; subject may come up, but until committee has studied proposed plan in detail, no premature statement should be made; suggests separate unit be created, known as Dept. of Foreign Commerce; enclosing proposed declaration to be submitted to General Convention.
