Description
Received Department's circular telegram of June 22: due to length, was unable to get it decoded before morning of June 24; both [Ezequiel] Padilla and President Avila Camacho at Cuernavaca until this morning; saw Padilla immediately and conveyed Hull's message; had put substance of telegram in writing so that Padilla could best present U.S. point of view to President; Padilla agreed that time had come for strong action, but could say nothing definite until he talks with President later today; congratulates Hull on force and clarity of circular telegram; present indications are that Mexican Government will collaborate; hopes to be able to give definite answer tomorrow.
