Enclosing copy of Secretary's radio speech [of Aug. 17]; Berlin and Rome got little comfort from it; situation in Germany and Italy steadily worse, "war of desperation" now probable; British must decide how they stand; [Rudolf] Brinkmann in speech before American Chamber of Commerce in Berlin, made bid for trade agreement; no possibility of agreement as long as Germany practices discrimination; rumors of plebiscite in Czechoslovakia, but a fair one impossible now.
