On receipt of Department's telegram of authorization called on President Avila Camacho and expressed concerned of U.S. over Avila Camacho's alleged statements on desirability of Latin American collaboration as opposed to inter-American collaboration; was sure Avila Camacho had been misquoted in newspapers, but thought stories could have damaging effect; was assured by Avila Camacho that he was misquoted and that his policy of inter-American collaboration remained unchanged; Avila Camacho spoke with great emotion of death of President Roosevelt; he considered him the greatest statesman of his time; he had followed Truman's career and thought him a capable and understanding man.
