Acknowledges Mowrer's note of Jan. 9; Austrians take holidays seriously and little activity during last three weeks; negotiations resumed today for trade treaty with Germany; Austrians not disposed to make agreement which would increase exports at the expense of Austrian treasury; agrees with Mowrer that all dictators dangerous; they differ only in degree.
