Thanks Messersmith for maps; draws parallel between torpedoing of Lusitania in 1915 and recent torpedoing of Athenia; asks Messersmith if there have been changes in doctrine of "Freedom of the Seas"; recalls something in Versailles Treaty and in Anglo-German Naval pact of 1934 banning use of U-boats and particularly sinking without notice; in postscript, thanks Messersmith for his efforts in providing position for Lincoln White in Division of Cultural Relations.
