| Description | [Pedro] Martinez Fraga says one thing in Havana and another in Washington; before Cuban delegation left for Washington he told Havana press that U.S. loan to Cuba had already been agreed upon in principle and that only details remained to be worked out; he told Batista and others in government he had been assured Cuba could have all she asked for; received translation of memorandum Cuban delegation presented to Department as justification for loan; going over it carefully and will shortly transmit comments as requested; [Harold Strong] Tewell, of Consulate General, friendly with [Gustavo] Cuervo Rubio, who informed him of attitude of Menocalistas; they feel promises made to them in pre-election bargains not being met; meeting of Congress uncertain; some election disputes still pending; believes House organization deliberately held up as excuse for not legislating on social matters as prescribed by Constitution, but which would place burden on Cuban economy; Batista still trying to keep pre-election promise to Communists by giving legal status to Confederación de Trabajaderos de Cuba; if CTC is legally recognized, it will be only short time before no worker could secure employment in Cuba without being member; it would make CTC overnight strongest power in Cuba; most of Cabinet concerned but do not like to oppose Batista. | en_US |
