dc.descriptionThanks Flack for copy of telegram to Department regarding Bolivian revolution; there will be repercussions in Argentina as in other Latin American countries; telegram indicates a revolution of the masses against arbitrary and dictatorial government, and as such may be healthy thing; hopes it will lead to democratic and popular government in Bolivia; fact that Army and police abstained from supporting arbitrary government significant; Flack stated in telegram that if Perón is sincere in his denial of desire to form a bloc, change of heart may have been brought about by Bolivian revolution; doubts revolution had anything to do with it; how sincere Perón is only time will tell, but he stated categorically long before the revolution that he would not initiate or support a move to form a Southern bloc, but intended to collaborate with the whole American system; was ill most of July and confined to residence, but managed from residence to maintain contact with Argentine officials and kept abreast of developments.en_US
