Bill reenacting statute providing Foreign Commerce Service of Dept. of Commerce passed both Houses of Congress and will shortly go to President; principal feature of new statute is retirement plan for Foreign Commerce Service officers; President should note (1) retirement plan unsound, (2) Section 2 of bill enlarges scope of Foreign Commerce officers' activities to include "economic" matters, (3) bill provides for automatic promotions more advantageous than those enjoyed by Foreign Service officers of State Dept.; such differentiation unjust and dangerous to morale.
