Enclosure: See No. 1098. Important that President make known to Departments of State, Commerce, and Agriculture his approval of plan to consolidate Foreign Services under State; suggests Welles, Secretary of Agriculture, and Acting Secretary of Commerce call on President together; legislation might be included in general reorganization bill; appends draft of bill to amend the old law governing Foreign Services.
