Contract for purchase of 1942 Cuban sugar crop about ready for signing; believes it a satisfactory arrangement for both Cuba and U.S.; Cubans will make profit in spite of increased wages, but price not unreasonable; some Cubans have tried to sabotage sugar purchase on grounds that under new world conditions they could get better price; price probably will increase, but Cuba, in her new spirit of cooperation is sticking to her agreement.
