Pursuant to Welles' direction, called Dr. [Hans] Thomsen, Chargé d' Affaires of German Embassy, and asked him to come to Department; read to him portions of circular letter sent by Dr. [George] Rettig, Director of New York Office of German Student Exchange Agency, to German Exchange Students in U.S. and Canada; letter requests students to report on political matters; told Thomsen this was in violation of U.S. statute, and that unless the Agency was closed immediately U.S. would institute proceedings against Rettig, in which case the matter would become public; Thomsen agreed to cable his government that afternoon requesting that Agency be closed.
