First part of letter essentially same as June 14 letter to Laurence Duggan; comments specifically on inter-American meeting scheduled for Oct. 1 in Havana and importance of U.S. leadership; sooner such meeting held the better; prompt action might get all American countries committed to inter-American cooperation; Germans and Italians already working on them; had reception yesterday for diplomatic corps and talked briefly with Chilean Minister; believes him pro-German and unfriendly to U.S.; should be working more rapidly to control alien and subversive activities within U.S.; points out subversive activities of German Consuls in New Orleans and Boston; Congress should take action immediately to declare Communist Party illegal; calls attention to Boake Carter, in pay of Japanese and Germans, and his article in Miami Daily News, and to James D. Mooney and his speech, "Peace Pressure by America Urged."
