Reports recent conversation with President Avila Camacho; Avila Camacho deeply honored by visit from Gen. [George C.] Marshall during Independence Day celebration; the new Mexico in the making is largely the result of the wise statesmanship of her President; not all Mexicans are in accord with his internal and external policies and there are many pressures on him; he may be compelled to make changes in his Cabinet, but they will reflect internal situations and not affect foreign policy or relations with U.S.; although Minister for Foreign Relations, [Ezequiel] Padilla, has been under attack, believes President will maintain him in that position; no two men in Mexico more firmly committed to policy of collaboration with U.S. than Avila Camacho and Padilla; President sees U.S. emerging from war as most powerful country in world, and the country which can be depended on to use power wisely and justly; President much interested in development of his country and appreciates constructive steps U.S. is taking to aid in Mexico's industrial and agricultural development; President has deep admiration and regard for Roosevelt.
