In Spanish. Would set meeting for Feb. 1, 1945, by which time Dumbarton Oaks proposals should have been developed into definite plan, and it can be determined how an Inter-American organization can best fit into pattern of United Nations organization; in meantime, Foreign Ministries of American republics will endeavor to reach agreement on representations to be made to Argentina; minimum demands should be that she put fully in force her commitments made at Rio de Janeiro; internal affairs of Argentina should not concern other countries, but desirability of channeling Argentina into democratic paths should be pointed out; if Argentina lives up to her commitments by Feb. 1, her Foreign Minister should be invited to attend meeting.
