Description
Approached today by reporter for United States News with request for information on consolidation of Foreign Services as he was writing a story; had been given memorandum on subject by [Richard C.] Patterson of Commerce who was definitely opposed to consolidation; Messersmith told reporter his Department making no statement on the matter until given leave by the President; suggested to reporter he withhold publication of story until he had all the facts; Patterson lacking in loyalty to President and Administration; believed Welles should have this information before attending cabinet meeting.
