Enclosed with No. 1271. Hitler to take military action toward East at first favorable opportunity; his final goal domination of Europe and destruction of British Empire; he considers England's appeasement policy sign of weakness and thinks he can win lightning war; military leaves cancelled as of Aug. 1; full military preparation to be completed by Aug. 10; petrol stored along German-Polish frontier; German troops sent to Slovakia and fortifications along Slovak-Polish border being completed; Hitler backed by those profiting from Party machine, chiefly lower middle class, and now by army; Hitler's chief difficulties economic; shortages of raw materials and food stuffs; prices of manufactured goods slowly rising and quality deteriorating in spite of Government efforts to stabilize wages and prices; railway system worn out; entire economic system suffering from over-organization; opposition to Hitler found among Czechs, working men in Austria, miners in Ruhr district and Sudetenland, and most German industrialists, who had originally supported him.
