As requested by Department in telephone conversation, paraphrases [Ezequiel] Padilla's memorandum on Argentina and meeting of Foreign Ministers (See No. 1641); strongly urges that pending receipt of Despatch No. 21,242 and full text of memorandum, final consideration of Padilla's proposals be held in abeyance.
