Baron [Konstantin] von Neurath paid state visit to Vienna in [Feb.] 1937; visit most inopportune and an embarrassment to Austrian government in view of fact German Nazi government constantly interfering in Austrian internal affairs; had known von Neurath in Berlin before Nazis came into power and had always found him courteous and agreeable; he and Baronness von Neurath were frequent visitors at American Embassy; on a number of occasions the Messersmiths were invited to parties at the von Neurath home; von Neurath not a Nazi, but he allowed himself to become tool of Hitler regime; when he visited Vienna, Messersmith managed to avoid going to all the receptions for him except one; in going down receiving line, shook hands and exchanged barely half a dozen words; von Neurath obviously embarrassed and did not wish to talk to Messersmith.
