Description
Need for cooperation between embassies and consular establishments; [Douglas] Jenkins has been ordered to London; [Raymond] Geist to be in charge at Consulate General in Berlin; is certain Geist will cooperate with the embassy and give all help possible; hopes to see reestablished close supervision of the other consular establishments by the Consulate General; so that political, economic, and commercial reporting might be unified, and administrative practice brought into a common line; representatives of other departments, such as commercial or agricultural attachés should not report on or answer any question involving policy or representation, although consular or diplomatic officials might ask them for information or advice.
