Has been informed that trade agreements with Germany will be discussed again in the Department; believes it unwise to give Germany encouragement; all U.S. would get from Germany would be assurances, not payment of debts; Germany's policies have not changed; with the removal of Schacht as the one restraining influence in the economy, the situation has worsened.
