Enclosed with No. 823. Nazis ready for pacification; opposed to Communism; government must rid itself of Communist influence; seek renewal of life of people and state, but renewal impossible without unification of factions; declare in favor of common racial stock and suppression of Jews; warn against long drawn out or partial solution; lists measures for achieving pacification - (1) full amnesty and cancellation of fines, (2) restoration of equal citizenship rights,(3) restoration of normal legal conditions, (4) freedom for cultural and national political activity.
