Showed to officers in the Department Geist's letter of Dec. 12 telling what has happened to friends in Germany; supporting information comes in from various sources; conditions in concentration camps barbarous; incredible that [Neville] Chamberlain should think it possible to make any arrangements of a normal nature with people who permit and order such atrocities; now Germany declaring openly she will build up her submarine strength; England will find her position on the seas as much threatened as it is in the air.
