Reviews action of Argentine Government in complying with its inter-American commitments; except in matter of enemy aliens, some of whom are still at large, Argentina has complied fully; Government making tremendous effort to apprehend remaining aliens; as soon as next group is deported a statement will be made as to number and names of those deported and date of departure; Embassy will then recommend that U.S. recognize good faith of the Argentine and set about normalizing relations with her; sees no reason for further delay in planning defense meeting at Rio; lists reasons why further delay is dangerous.
